Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: positive announcements are issued from various governments. Considerable effort is expended on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from across the border, a capability enabled by current data. From witness perspectives, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems activated: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through Western nations. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: maybe the approaching threat won't hit its mark this time, sparing the city from catastrophe and another blackout.
Persistent Threats
Soon after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's vital need on international aid – a need that neighboring countries are clearly incapable to substitute in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership generated strong feelings, discussion and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new initiative from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This pattern will, no doubt, continue.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a assumption understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House presumes that it is unrealistic to force Russia to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the coming year.
Divergent Views
Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a entire defensive failure until situations evolve in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Assessment and Future
It took a only one week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
